Proposed Scottsdale Budget Maintains Services and Addresses Deferred Items

The City of Scottsdale’s proposed fiscal year 2013/14 budget combines a moderate increase in revenues with continued focus on efficient spending to maintain services to the community while addressing some items that have been deferred for the past several years.

The proposed budget is available for review at ScottsdaleAz.gov/Finance and is subject to city council discussion, modification and approval.

Overall, general fund base revenues are projected to increase by more than $6 million – about 3 percent. The proposed budget recommends investing those dollars in the city’s infrastructure and equipment as well as in its employees, areas which have been subject to deferrals over the past several years.

The budget includes $3.5 million to compensate city employees who are doing superior work, more than $3 million for maintenance, operation and replacement of city vehicles, computers and equipment and more than $2 million to cover rate increases for employee healthcare and retirement.

The proposal also recommends using some accumulated savings to address previous deferrals as well, including a $3 million transfer into the capital improvement plan for repair and upkeep of infrastructure, $859,000 to catch-up on deferred maintenance of buildings and equipment and $295,000 for equipment replacement at playgrounds and pools.

Over the next several months there will be at least six opportunities at City Council meetings for public input and review of the budget leading up to the scheduled adoption by the City Council on June 4.

The tentative City Council budget review schedule is:

  • Tuesday, April 9, 2013: budget overview and council discussion
  • Tuesday, April 16, 2013: public hearing, council discussion and budget presentations
  • Wednesday, April 17, 2013: public hearing, council discussion and budget presentations
  • Thursday, April 18, 2013 (if needed): public hearing, council discussion and budget presentations
  • Tuesday, May 7, 2013: public hearing and council discussion
  • Tuesday, May 14, 2013: public hearing and tentative budget adoption
  • Tuesday, June 4, 2013: public hearing and final budget adoption; truth-in-taxation hearing

Citizens are encouraged to review the proposed fiscal year 2013/14 budget. Feedback can be provided at public hearings, via email to budget@scottsdaleaz.gov, or online at SpeakUpScottsdale.com/discussions/budget.
