Upon passing a Final Inspection, a Certificate of Occupancy (C of O) is issued, allowing for the business to begin operation or a homeowner to move in.

The city's building code requires certain information to be included on the C of O. The most important item is the project address; the code also requires the name of the owner of the property at the time the certificate was issued. If during the process of construction the property ownership changes hands we can accept documentation to that fact and change the permit. The C of O stays with the property for perpetuity, even when owners come and go.

Temporary Certificate of Occupancy

The issuance of a Temporary Certificate of Occupancy (TCO) allows temporary occupancy until the building is completed and a Final Certificate of Occupancy is issued.

For each Temporary Certificate of Occupancy issued, there will be required a refundable cash deposit or irrevocable letter of credit acceptable to the Building Official, paid to the city of Scottsdale to assure compliance to code and ordinance requirements. The amount of the cash deposit will be the same as the sum total of all permits issued to the project which includes foundation, building, electrical, mechanical and plumbing permit fees as specified in Scottsdale Revised Code, Chapter 31, Article VII, or two thousand five hundred dollars ($2,500.00), whichever is greater. Within 30 day of the issuance of the final certificate of occupancy, the deposit will be refunded less a $200.00 processing fee.

Minimum requirements for Temp C of O

  • Paperwork completed & deposit or Irrevocable Letter of Credit submitted before scheduling the 013, 032, 036 or 037, and 025.
  • Lock Out/Tag Out Agreement to be filled out & handed in.

Step 1: Required Inspections

The following inspections need to be scheduled & approved prior to requesting the Temporary Certificate of Occupancy inspection:

  • 013 - temporary off-site approval - contact Field Engineering
  • 032 - temporary site approval - contact Building Inspection 480-312-5750
  • 036 or 037 - final fire approval - contact Scottsdale Fire Dept. 480-312-1855

These inspections must be requested and approved before requesting the 025.

Step 2: Schedule 025 Inspection

When you get the above approvals, then schedule a 025 (Temporary C of O) inspection. Call 480-312-5750

After the 025 approval is received, the TCO will be issued.

Only after all inspections are approved can you legally occupy the structure.

036 TCO Fire

Completed By: Fire Inspections
Request 036 on Commercial, Multi-Family and SFR structures
Inspection to assure compliance with Fire Code, city approved fire plans and amending ordinance. An approved tag will be left in the electric panel on SFR after fire inspection is approved.

037 Backflow Preventer Required on Commercial or Multi-Family
2 inspections required: 1st inspection - to check size, type, and location per city approved plans and to check the installation per city approved detail; 2nd inspection - to check testing and certification by an approved testing agency prior to issuance of either a TCO or FCO.
025 TCO Building Inspection includes building, electrical, mechanical and plumbing inspections to assure compliance with city codes, city approved plans and amending ordinances.
