Notice of Proposed New Pilot Fee for McCormick-Stillman Railroad Park

Under the City of Scottsdale Community Services Division Schedule of Program Charges, Rental Fees, and Fines effective July 1, 2024 (CS Fees and Charges Policy) and adopted by City Council through Resolution No. 13112 on May 14, 2024, the City of Scottsdale Community Services Representative (as defined in the CS Fees and Charges Policy) may authorize fees on a trial or “pilot” basis of approximately one year or less with a possible temporary extension, subject to compliance with the CS Fees and Charges Policy, provided any state law requirements are followed, including as necessary the required notice and approval by the applicable board or commission. The Parks and Recreation Commission is the applicable board or commission designated under the CS Fees and Charges Policy to review this proposed pilot fee.

In accordance with A.R.S. § 9-499.15, public notice is hereby given that the City of Scottsdale Parks and Recreation Commission (Commission) may consider recommending a new pilot fee for the soon to be completed Roundhouse at the McCormick-Stillman Railroad Park at its meeting scheduled to be held at 4:00 p.m. on May 21, 2025 at the Scottsdale Stadium located at 7408 E Osborn Road , Scottsdale, AZ 85251, but no sooner than 60 days after the posting date of this notice.  Following the Commission’s recommendation, the Community Services Representative may implement the new McCormick-Stillman Railroad Park Roundhouse fee for approximately one year or less, with a possible temporary extension, subject to compliance with the Fees and Charges Policy.

Schedule of New Pilot Fee and Written Report

McCormick-Stillman Railroad Park is located at 7301 E. Indian Bend Road, Scottsdale, AZ 85250.  McCormick-Stillman Railroad Park, spanning 30 acres in the heart of Scottsdale, is a destination park offering unique attractions. It features a variety of locomotives, including steam and diesel trains, an antique 1950s Allan Herschell carousel, charming shops, museums, model train exhibits, and one-of-a-kind outdoor play areas. In April 2024, the park began construction on several exciting additions, including the Roundhouse, a splash pad, and a new entry plaza.  The Roundhouse is a 10,000-square-foot facility featuring a unique indoor interactive play structure designed in the shape of a locomotive. Visitors can access this exciting attraction by paying an entry fee, allowing them to enjoy the one-of-a-kind play experience. These enhancements will provide visitors with fresh experiences, ensuring the park remains vibrant and busy year-round, even during the summer heat. Located on the north end of the park, the new amenities are expected to open in the summer of 2025 The park operates through a special revenue fund that supports its staff, contracts, and commodities. Additionally, the park collaborates with the non-profit Scottsdale Railroad and Mechanical Society, which provides both funding and technical assistance to support park operations.  When determining the appropriate entry fee for visitors to access the Roundhouse, a detailed analysis was conducted. This included comparing fees charged by similar play spaces within the Phoenix Metro area to ensure competitiveness. Additionally, comprehensive cash flow proformas were created to evaluate cost recovery and maintain affordability. Key factors such as affordability for visitors, the building's capacity, and overall cost recovery were thoroughly considered in the decision-making process, ensuring a balance between financial sustainability and accessibility for park guests.  Park patrons under the age of 2 can enter for free with a paying adult.  The first adult can enter for free with a paid child.  If implemented, the new pilot fee will be in addition to the already established fees for the McCormick-Stillman Railroad Park. 
The intent is for the fees, if implemented by the Community Services Representative as outlined above and in the CS Fees and Charges Policy, to become effective as of May 31st, 2025, on a pilot basis and then be considered and potentially adopted by the Scottsdale City Council on a more permanent basis through the annual Fees and Charges process for FY 26/27.

The city of Scottsdale hereby gives notice of a public hearing to be held at the regularly scheduled City Council meeting on February 11, 2025, at 5 p.m. in the Kiva in City Hall, 3939 Drinkwater Boulevard, Scottsdale, Arizona in connection with the city’s intention to modify the Land Use Assumptions report and Infrastructure Improvement Plan report. Scottsdale Housing Agency Governing Board Resident Member

The Scottsdale Housing Agency (SHA) Governing Board oversees the City of Scottsdale Housing Choice Voucher Program. The Board shall consist of eight members: the seven sitting members of the Human Services Commission and one Scottsdale Housing Choice Voucher Program participant member in good standing. 

Applications are currently being accepted to fill the SHA Governing Board Resident Member vacancy.  The Program participant member shall be directly assisted by the SHA Housing Program, expressly named in the housing lease, and eighteen years of age or older. The participant member shall be appointed annually, serve a one-year term, and be a full member of the SHA Governing Board taking part in the decisions related to the Housing Agency’s administration, operation, and management.

Jackrabbit Road, Scottsdale, AZ 85250, but no sooner than 60 days after the posting date of this notice.  Following the Commission’s recommendation, the Community Services Representative may implement the new Scottsdale Stadium First Base Patio fee for approximately one year or less, with a possible temporary extension, subject to compliance with the CS Fees and Charges Policy.

Schedule of New Pilot Fee and Written Report

Scottsdale Stadium is located on the southeast corner of Osborn Rd and Drinkwater Blvd. Since its re-construction in 1992, the Stadium has hosted a wide range of events, including baseball games, concerts, festivals, and community gatherings. Renovations and expansions have been undertaken to modernize the facility and enhance the fan experience. The First Base Patio project was completed in February 2024 and the City of Scottsdale will begin programming this space. With the completion of this project, a fee is necessary to appropriately charge for use of the patio.

While determining the appropriate fee to charge to rent the new First Base Patio, a comparison was made with the Charro Lodge, an existing event space at the Stadium, which has similar amenities. Factors such as square footage, capacity, demand, and market rates were considered to ensure the fees for the First Base Patio are competitive and reflective of the value it offers compared to the Charro Lodge. If implemented, the new pilot fee will be in addition to the already established fees for Scottsdale Stadium. 

The intent is for the fees, if implemented by the Community Services Representative as outlined above and in the CS Fees and Charges Policy, to become effective as of May 16, 2024 on a pilot basis and then be adopted by the Scottsdale City Council on a more permanent basis through the annual Community Services Fees and Charges process for FY 25/26.

In accordance with A.R.S. § 9-499.15, NOTICE IS HEREBY GIVEN THAT at a Regular Meeting of the Scottsdale City Council on Tuesday, May 14, 2024, at 5:00 PM, at Scottsdale City Hall Kiva Forum, 3939 N. Drinkwater Boulevard, Scottsdale, Arizona, it is the Council’s intention to consider whether to establish or modify certain rates and fees for the following departments/divisions, to be effective July 1, 2024:

  • Water Resources
  • Public Works – Solid Waste
  • Community & Economic Development – Planning & Development Services
  • Community Services – Parks & Recreation and WestWorld
  • Public Safety – Police
  • City Court

Notice of Proposed Tax Increase for FY 2024/25 - Primary Property Tax Levy & Municipal Streetlight Improvement Districts Property Taxes

UPDATE: May 9, 2024

After the original date of posting of this notice and written report (April 26, 2024), the proposed secondary property tax levy and rate have been adjusted to ensure debt coverage compliance due to lower than anticipated property tax collections in FY 2023/24. However, the secondary property tax levy and rate and the combined property tax levy and rate are still expected to decrease from fiscal year 2023/24. The written report linked below has been updated as of May 9 , 2024, to reflect those changes. No changes were made to the proposed increased primary property tax levy or proposed increased Municipal Streetlight Improvement District tax levies.

Pursuant to A.R.S. § 9-499.15, the City of Scottsdale hereby gives notice that for fiscal year 2024/25, it may increase its primary property tax levy over last year.  The increase in the tax levy is due to 1) the 2 percent statutory adjustment; and 2) new construction but is partially offset by decreased tort liability claim payments of $1.3 million. However, due primarily to an increase in net assessed limited property values, the primary tax rate of $0.5150 may decrease to up to $0.4958 per $100 of assessed valuation to support its budget expenditures.

Additionally, the city hereby gives notice that it may increase the tax levies for the Municipal Streetlight Improvement Districts (SLIDs).

This notice does not mean that the city is increasing the primary property tax levy but that the City Council may discuss a possible primary property tax levy increase and  decreased rate of to up to $0.4958 during the City Council Tentative Budget Meeting that is presently scheduled for the 5:00 p.m. Tuesday, May 14, 2024 City Council meeting at Scottsdale City Hall Kiva Forum, 3939 N. Drinkwater Boulevard, Scottsdale, Arizona.

A SLIDs Public Hearing and Property Tax Public Hearing are presently scheduled for the 5:00 p.m. Tuesday, June 4, 2024 City Council meeting at Scottsdale City Hall Kiva Forum, 3939 N. Drinkwater Boulevard, Scottsdale, Arizona.

Following that public hearing, formal adoption of the ordinances for the SLIDs and City Property Tax levies is planned to take place at the 5:00 p.m. Tuesday, June 25, 2024 City Council Meeting at Scottsdale City Hall Kiva Forum, 3939 N. Drinkwater Boulevard, Scottsdale, Arizona, and which is no sooner than 60 days after the posting of this notice.

FY 2024/2025 Annual Action Plan

The city of Scottsdale will hold a public hearing May 6, 2024, 5 p.m. at City Hall, 3939 N. Drinkwater Blvd. Scottsdale, AZ. 85251 to obtain citizen input and comment on its Fiscal Year 2024/25 Year 5 Annual Action Plan. The formal comment process commences April 6, 2024, and ends May 6, 2024. The Annual Action Plan includes an Application for Federal Assistance to the U.S. Department of Housing and Urban Development (HUD) for Community Development Block Grant (CDBG) funds for FY 2024/25 (July 1, 2024, through June 30, 2025). Written comments should be addressed to City of Scottsdale, Community Assistance Office, 6535 E. Osborn Road – Building 8, Scottsdale, AZ 85251. An online poll allowing Scottsdale residents to comment on the proposed Annual Action activities was posted on the city of Scottsdale website on February 8, 2024, through March 7, 2024. The results from the online poll and a copy of the FY 2024/25 Annual Action Plan will be available online at Scottsdale Get Involved during the formal comment process.

The Annual Action Plans for FY2024/25 and the Consolidated Annual Performance and Evaluation Report (CAPER) for FY 2023/24 are available for review at the Community Assistance Office. Those interested in receiving a copy of the Annual Action Plan and/or the CAPER report may do so by contacting Chad Beougher, Community Development Supervisor at 480-312-7424. These documents may be made available in alternate formats upon request. The key items, which may be addressed during the public hearing, will include, but not be limited to, the following items for the Annual Action Plan:

The city of Scottsdale anticipates receiving $1,163,185 in Community Development Block Grant (CDBG) funding allocation. The CDBG funds may be used for the following activities and must benefit qualifying individual families who are low and moderate income:

  • Public Services
  • Housing Rehabilitation
  • Acquisition of Real Property
  • Public Facilities
  • Economic Development
  • Planning and Administration

The city of Scottsdale anticipates receiving $355,614 in HOME Investment Partnerships Program (HOME) funding allocation.  The HOME funds may be used for the following activities and must benefit qualifying individual families who are low and moderate income:

  • Homeowner (owner-occupied) rehabilitation
  • Rental housing acquisition, new construction, or rehabilitation
  • Homebuyer housing acquisition, new construction, or rehabilitation, including direct assistance to eligible homebuyers to purchase the housing
  • Tenant-based rental assistance (rental subsidy)

Citizens may comment on any aspect of the Annual Action Plan and/or the city’s performance in addressing housing and community development needs.
