City Council will consider intersection alternatives for Scottsdale Road and Dynamite Boulevard

At their Tuesday, April 8, meeting, the Scottsdale City Council will consider a motion to direct that a roundabout currently planned for the intersection of Scottsdale Road and Dynamite Boulevard be redesigned and built as a traditional signalized intersection.  

A full City Council report is available here discussing the consideration in detail; key financial and other elements are summarized below.  

Federal transportation dollars via the regional Arterial Life Cycle Program are the majority of this project’s current funding. 

  • These funds have been allocated via the ALCP, which is administered and coordinated through the Maricopa Association of Governments (MAG) 
  • Through the ALCP, federal and regional transportation dollars are allocated to projects that benefit the regional transportation network in Maricopa County. 
  • Federal ALCP dollars are authorized for this project as currently designed, if major changes are made to the approved design, the federal funds would no longer be authorized. 

Staff have determined how federal funds could be replaced so the project can continue even if redesigned. 

  • If directed to change the approved design, the city will request that MAG: 
    1. Reallocate federal funds from the Scottsdale Road project 
    2. Replace with non-federal funds from two other regional ALCP projects in Scottsdale, (1) Carefree Highway: Cave Creek to Scottsdale Road, and (2) Raintree: Hayden to Loop 101  

This reallocation would fund this project solely with Maricopa County regional transportation dollars and city of Scottsdale funds; the project could then move forward with the modified design and not be subject to federal requirements.   

The impacts of reallocating funds for these projects would be: 

  • Scottsdale Road (Jomax to Dixileta) will become a regionally funded project and can move forward with the current construction contract. Work will continue throughout the year using local budget appropriation without regional reimbursement until a MAG request is submitted in October. 
  • Carefree Highway: Cave Creek to Scottsdale Road will become a federally funded project.  
  • Raintree: Hayden to Loop 101 will be canceled. The final piece of the project was to be a roundabout between Northsight Boulevard and Raintree, which will not be built. 

MAG has laid out the steps to process this request. 

  • They will withdraw the Scottsdale Road project in Federal Fiscal Year 2026 (after Oct. 1, 2025) to allow the region ample time to find other projects for this federal funding. 
  • If the City Council directs that the project be redesigned, the city would submit a formal request to MAG to swap project funds; the letter would also acknowledge the risk that federal funding is not guaranteed to be reallocated to future to Scottsdale projects. 

The City Council meeting is 5 p.m. Tuesday, April 8, in the Kiva at Scottsdale City Hall, 3939 N. Drinkwater Blvd. The meeting will be televised by Scottsdale Video Network (Cox cable channel 11) and streamed live at YouTube.com/ScottsdaleArizona.
