The review and approval process typically includes a comprehensive applicant case submittal, a staff review, public notification, and a public hearing. This conceptual approval process occurs prior to submittal of construction plans to the One-Stop-Shop for final plan review and permits. Final inspections and issuance of a Certificate of Occupancy complete the process.

Pre-Application Process
Commercial and multi-family residential development proposals begin with the pre-application submittal, which will determine what review process with be required. The process then proceeds with a formal application (case submittal), which may include a public hearing process, that will determine the property’s development entitlements.
Case Submittal Process
Most projects are required to go through some aspect of the entitlement process, and many of those are required to go through one or more public hearings for approval. There are different types of public hearings that may be required as a part of the entitlement process.
Step 2: Plan Submittal & Plan Review
Plan Submittal Process
The purpose of plan review is to determine that the proposed construction complies with the City of Scottsdale adopted codes and ordinances. The plans (construction documents) must be of sufficient clarity to indicate compliance. The City of Scottsdale will accept paper submittals or electronic media.
Plan Review Process
The purpose of Plan Review Services is to determine compliance with the codes and ordinances adopted by the City of Scottsdale. Once the construction documents for a building or structure is determined to be in compliance a permit is issued.

Permit Issuance
Once plans have been reviewed and determined to be in compliance with the City of Scottsdale’s codes and ordinances permits may be issued. These permits grant authorization to do construction work. It also allows for inspections to be performed.
Step 4: Inspections
Inspections Services
Construction or work for which a permit is required is subject to inspection in order to determine that construction is being done in accordance with the approved plans and in City of Scottsdale adopted codes and Ordinances. The work to be inspected must remain accessible and exposed for inspection purposes until approved. Requests for inspections must be made at least one day in advance.
