Housing Needs Assessments

Starting January 1, 2025, and every five years thereafter, Arizona State Statute (ARS 9-469.A) requires cities to publish a Housing Needs Assessment. This report analyzes projected population and job growth over the next five years and provides information about available land for housing, including areas zoned for single-family and multifamily homes.

The assessment estimates the number of new homes needed for rent and sale to address current shortages, support population growth, and meet workforce housing needs. The goal is to help the city plan for future housing demands and community growth.

2025 Housing Needs Assessment

Annual Reports

Beginning January 1, 2025, and annually thereafter, the city is required to submit an Annual Report to the Arizona Department of Housing detailing residential housing activity (ARS 9-469.B). This report provides information on the total number of proposed housing units submitted to the city, the net increase in residential units proposed, and the number of units that have been entitled, platted, issued building permits, or received certificates of occupancy.

The report also includes key details, such as the number of housing development applications received over the past year, the total lots and multifamily units proposed, and the number of lots and units that were approved, denied, or not approved. Additionally, it specifies a threshold percentage comparing multifamily and single-family zoned land needed to meet population demand.

By evaluating the city’s progress in meeting its housing needs, the report serves as a tool to encourage the city to remain proactive in addressing current and future housing demands.
